The article examines the history of development of intelligent transport systems in Russian at four levels of intellectualization: from the simplest electromechanical systems to complex embedded systems; the systems of Russia, Europe and the USA are compared from the position of regulatory, technical and economic levels of support. Based on the comparison analysis of the above mentioned systems, the problems of the development of intelligent transport systems in Russia (namely, fragmentation and narrow focus of the existing systems) are considered. As a novelty of the research, some solutions are offered to the problems of Russian ITS development.
