Annotation: 

The history of this area development is presented with the focus on the period from 1930 to the beginning of 1960-s. It was during this period that E. A. Levinson acted either as the author of architectural projects or as an expert of architectural design. The ideas of the architect and his vision of architecture are described. The authors emphasize, that the plan of E. A. Levinson was not completely carried out. However, thanks to the ideas of E. A. Levinson, which were anyway realized, Petrograd district of Saint Petersburg has become a bright and expressive creation of architecture.
