Currently the Russian Ministry of Transport manualsrequire assessing the level of service of traffic flow, which isthe ratio of the average traffic speed to its speed under free-flowing conditions. This article theoretically substantiatesand experimentally validates the feasibility of estimatingtraffic free flow speed in free conditions using radardetector data. The free flow speed value is estimated as thecoefficient of the intensity-density linear regression modelobtained for low traffic intensities.
