Annotation: 

The article deals with the features of resource and energy saving in the field of housing and communal services. A scheme of implementation of energy saving measures is submitted, and the factors influencing energy saving in the sphere of housing and communal services are classified. A model of the optimal structure of energy saving measures is proposed.
