Annotation: 

The paper deals with modern problems of ensuring compliance with energy efficiency regulatory indicators at construction and operation of apartment buildings in Moscow. The author substantiates the expediency of implementing measures on scientific and methodological support of housing construction allowing to reduce energy consumption in constructed and operated apartment buildings as well as stimulate the development of entrepreneurship in the regional industrial complex in Moscow.
