Review article

The article submits a comparative analysis of the sources of public guarantees ensuring the sustainability of public-private partnership in housing and communal services (HCS), as a whole, and in the heating sector, in particular. The author offers a technique applied at the planning and working out the feasibility study on partnership projects in the HCS sector. Three models of implementing concessions in the field of heating supply are determined in the empirical way, with different ratio of budgetary and tariff sources of financing.
