To create modern types of innovative purpose complexes, it is necessary to take into account a number of factors, which are vital for the formation of an innovation system and which determine the requirements for both the entire system and its individual elements. The article presents a substantiation of the relevance of St. Petersburg innovation development. The concept of innovation activities in terms of infrastructure development is defined, and an overview of the factors and their features in relation to St. Petersburg is given.
