Review article

The article considers the problem of deterioration and inefficient management of municipal infrastructure in small towns of Russia, which requires systemic solutions. One of the promising measures is the introduction of a single operator model, namely, holding structures, within which branches are created in small settlements on the basis of concession agreements, whose functions will include solving production problems and implementing investment and repair programs aimed at updating fixed assets. An analysis ofthe requirements of the legislation for concession projects, the results of scientific research on their implementation is presented, the features of the beginning of the operational and investment activities of the resource supplying organization are disclosed. Based on the results of the study, there has been developed a process model for the implementation of branches of a single operator within the framework of the concession.
