Annotation: 

The paper presents the study results regarding the influence of decrease in the concrete elasticity initial modulus under the influence of freezing and thawing cycles on decrease in the bearing capacity of eccentrically compressed reinforced concrete elements. There has been elaborated an engineering technique for determining the percentage of reinforcement that allows reducing the effect of freezing and thawing cycles on the bearing capacity of reinforced concrete structure elements under the influence of eccentric compression.
