The article is devoted to the study of the implementation of the concept of industrial symbiosis in the conditions of transition to circular economy in the People's Republic of China. The purpose of the article is to determine the role of higher education institutions in the formation of industrial symbioses and to identify the best practices in the implementation of this concept. The study proves that in order to stimulate the implementation of current technologies for recycling resources, modern developments are necessary, which becomes possible in cooperation with higher educational institutions. It is the partnership between universities and high-tech enterprises (in particular, in the field of commercialization of university developments) that is the driver of innovative development of modern economies and serves as a basis for the transition to a circular economy. It is revealed that today the introduction of innovative developments in the industrial sector is not fully implemented, and without a competent state policy in the field of industrial symbiosis, promotion of cooperation between universities and business, the transition to a circular economy is not possible.
