Annotation:
The paper considers the problem of involving the unused real estate into the economic turnover. The author analyzes the causes of imperfection of the mechanisms for preparation and making solutions required to provide the project initiator with rights to unused fixed assets. A mechanism is proposed for formation of a generally accepted, accessible and simple method of making the express assessment of the effectiveness of the use of an object and the terms of participation in the project for a private investor and government bodies (local self-government).
