Annotation: 

The article considers the proposals of the Russian architects and engineers (L. N. Benois, M. S. Lyalevich, G. D. Dubelir, G. K Ensch and others) about development of the legal and planning city regulation means in Saint-Petersburg, which were published in 1916-1917. The similar proposals of the Petrograd Side district municipal officials of the same period are also highlighted.
