In recent years the destruction of buildings insignificant areas has begun to occur with steady regularity.The reasons are mainly related to damage caused byforce factors of natural or military nature. The articleconsiders the components of the regression equationand information model of complex development inthe restoration of territories, taking into account theimpact of the most significant factors. There havebeen developed main components of the informationmodeling for assessing the effectiveness of providingOTR (organizational and technological reliability) forcomplex development during the restoration of theterritory. The implementation of integrated rehabilitationand integrated territory development (ITD) projects isan important direction of urban planning activity, basedon the model of organizational and technical reliabilityof the development, taking into account the possibilitiesof resource support of construction, which will allow amore accurate prediction of the probability of successfulcompletion of the ICP (investment and constructionproject) on integrated development.
