Annotation: 

The need to take into account equivalent loads onwheels of groups of close axles when designing pavementsurfacing and assigning permissible loads is considered.There is provided a comparison of calculated and permittedloads on highways in the Russian Federation in regulatorydocumentation. A hypothesis is advanced regarding theexceeding of ultimate stresses in non-bonded structurallayers when passing closely spaced axles with loads onthe axles permitted under domestic legislation. There aredetermined calculated load parameters for axial groupsof various types, and shear stresses in the structural layertested for strength are calculated.
